On behalf of its members, the Westminster Property Association has responded to Westminster City Council’s early consultation on the full review of its City Plan.
In our submission, we welcome the opportunity to work with the City Council to ensure the next City Plan adopts a pro-growth approach and strengthens Westminster’s vital economic role within the Central Activities Zone (CAZ).
While we recognise that the Council’s Retrofit First policy has improved since its initial inception, we emphasise that, in its current form, it remains one of the most significant barriers to growth in Westminster. It is therefore essential that, where policy is limiting the City Plan’s ability to achieve its strategic objectives, the Council takes bold decisions to unlock Westminster’s full economic potential.
We also urge the Council not to introduce affordable workspace requirements, noting that such measures would add unnecessary complexity and further undermine development viability.
