On behalf of its members, the Westminster Property Association has responded to Westminster City Council’s consultation on the draft Planning Obligations and Affordable Housing SPD, which seeks to clarify policies introduced through the City Plan Partial Review.
While we recognise the aim of providing greater certainty, we raise concerns that aspects of the draft SPD – particularly affordable housing requirements on small sites – risk adding complexity, undermining viability and constraining development at a time when delivery is already under pressure.
We also reiterate that there is limited evidence to justify a standalone affordable workspace requirement in Westminster, where a wide range of flexible and competitively priced office space already exists. The WPA will continue to work constructively with the City Council to ensure the SPD supports growth, investment and delivery across the borough.
