On behalf of its members, the Westminster Property Association (WPA) has written to Westminster City Council’s planning policy team following the publication of its Direction of Travel document for the New City Plan. The letter sets out our key thoughts on the Council’s expected direction of its new planning and development framework and builds upon the points formally raised in our response to the early engagement on new City Plan in November 2025.
In our letter, we welcome the broad vision it outlined and its ambition to support Westminster’s economic vitality. However, we urge the Council to go further by clearly emphasising the critical role offices play as economic infrastructure and by adopting a bold, pro‑growth approach that actively champions investment, supports the delivery of best‑in‑class office space and strengthens Westminster’s economic role within the Central Activities Zone.
