Manifesto for Westminster

Ahead of the May local elections, the Westminster Property Association (WPA) is calling on Westminster’s political leadership to work in partnership with the property sector to enable sustainable growth, support local communities and maintain the area’s global competitiveness.

Westminster is home to residents, a destination for visitors and a centre for business, playing a vital role in the UK’s economy. With nearly 790,000 jobs and close to £100bn in annual economic output, the area is a critical engine of London’s Central Activities Zone. Yet rising costs, economic uncertainty, pressure on public finances and constrained development pipelines risk undermining Westminster’s long‑term success.

On behalf of its members, the WPA sets out a pragmatic framework for how Westminster can continue to thrive as a modern, inclusive and economically dynamic global city. This includes strengthening collaboration, improving planning certainty and enabling continued investment in high‑quality workspace, homes and public realm. The manifesto makes the case for recognising offices as critical economic infrastructure, while supporting redevelopment and retrofit that respond to market needs, environmental priorities and Westminster’s long‑term success.
