‘Business Rates Reform Option Paper: History and Context’  is a new piece of work authored by Professor Tony Travers (Director, London School of Economics) and Alexander Jan (Executive Chair, Midtown and Former Chief Economist, Arup).

Jointly commissioned by Westminster Property Association (WPA) and the New West End Company (NWEC), the paper provides an analysis of the history and context behind proposals for business rates reform in the UK. It gives a brief examination of the options available for reform within the boundaries set by the Treasury through the 2020 Business Rates Review Call for Evidence and evaluates the pros and cons of alternative taxes such as a local sales tax and capital value tax.

This paper is not intended as a representation of WPA or NWEC’s views or formal position in relation to business rates.
